MEMO
AFL Barwon welcomes welcomes AFL Victoria’s March 16 announcement regarding changes to the Public Events Framework and ‘Tier 2’ events, which dictate crowd sizes at community sport.
In essence, the change means eligible Tier 2 events can take place without the Government approval process that was previously in place, if the newly introduced lower-risk threshold criteria under the Public Event Framework is met.
Per the changes:
Outdoor events and indoor (seated) events will be designated a lower risk Tier 2 Event if they meet the following two criteria:
Indoor (unseated) events must meet the following additional criteria to be designated a lower risk Tier 2 Event:
The new assessment process for Tier 2 public events will be effective immediately.
Acting AFL Barwon Region General Manager Georgia Hillman:
“We are delighted to see Victoria’s return to COVIDSafe settings has allowed the change to Tier 2 Public Events, we are all excited to see crowds back at the football and netball through the year.
“We continue to work alongside both AFL and Netball Victoria to ensure the safety of all members and participants remains the priority. We understand the challenges our clubs face in terms of providing COVID-safe settings during community sport, however these changes will ease a huge burden on all involved. AFL Barwon will continue to do all it can to ensure the safety of its members during return to play, and we cannot wait to say ‘Play On’ in season 2021.”
Head of AFL Victoria Brad Scott (full AFL Vic statement)
“With this latest development, community footy will be as close as possible to ‘back to normal’ when the season starts, which is really exciting.
“It will be great see big crowds at community football matches while kids will be high-fiving and can have parents, grandparents and family watching their junior footy games. These are all parts of community football that Victorians love, and it’s fantastic to have the season nearly here after the year we had.”
AFL Victoria are currently updated their protocols, and we will pass on any further updates when they come to hand.

This Sunday at Drew Oval, Herne Hill Reserve, the Grand Finals for all three divisions of the 2023 Senior Women’s Epworth Cup take place.
This is a preview of the grand finals and what to expect.
GEELONG WEST vs THOMSON
At 10:50am, Geelong West and Thomson battle it out for the Division 2 premiership.
Geelong West goes into this match as favourites having finished the regular season on top of the ladder as well as securing their Grand Final spot comfortably with a 44-point victory over Anglesea in the qualifier two weeks ago.
Thomson appear to be a dark horse for the flag, following their elimination final win against South Barwon and their thrilling one-goal victory against Anglesea last weekend.
This promises to be an intriguing battle to kick off the football action on Sunday.
Last time they met: Round 11, 2023 (Geelong West 7.6.48 def Thomson 3.7.25)
NORTH GEELONG vs MODEWARRE
Following Geelong West and Thomson is the Division 3 Grand Final between North Geelong and Modewarre to be played at 1:10pm.
North Geelong appears to be the stronger of the two outfits, also finishing the regular season as minor premiers along with securing a Grand Final berth two weeks ago with a win over Drysdale.
Modewarre also seems to be a worthy contender for the flag after a win in a sudden-death final against Barwon Heads and an upset against Drysdale in the preliminary final, overcoming the Hawks by 13 points.
This is also shaping up to be an interesting Grand Final.
Last time they met: Round 11, 2023 (Modewarre 7.5.47 def North Geelong 2.3.15)
GEELONG AMATEURS vs GROVEDALE
And lastly, Geelong Amateurs and Grovedale will face off for the Division 1 flag at 3:30pm.
Both Geelong Amateurs and the Tigers finished the home-and-away season in first and second spot respectively and met in the qualifying final two weeks ago. In an enthralling contest, Geelong Amateurs eked home by two points to secure their place in the season decider.
Grovedale were able to ensure their shot at avenging their loss in the qualifier after a dominant win in the preliminary final over Barwon Heads last Sunday.
All things considered; the marquee Grand Final of the day could be the best of the trio.
Last time they met: Qualifying Final, 2023 (Geelong Amateurs 1.9.15 def Grovedale 2.1.13)

Amanda Flynn
Amanda is the Director of St Mary’s Sporting Club Female Football section and works tirelessly in all aspects of football administration, planning and logistics to ensure the success of our female program. She was involved in creating our club's first Female Football Strategic Plan aligned with the AFL Womens Football Vision 2021-2030. She has championed the female football program and this year we have a record number of 8 teams and are the only club in the Geelong region to have a female team in every age group from U9s to Seniors. This year we have a record number of 192 female footballers.
Amanda has worked tirelessly to ensure that our club is an inclusive and positive space for all women and girls involved in our football program. In 2021, she implemented a mentoring program to link senior and junior players. Seniors spent time training and mentoring juniors as well as attending each other’s matches.
Amanda established a Scholarship with a portion of every senior female football club membership apportioned towards supporting a worthy young female player who may need financial assistance to participate in football. Further, Amanda organised the Pride Round games over the last 4 years. This included a whole club Pride Education session this year with a facilitator to discuss the importance of inclusion and diversity.
