AFL Barwon Indigenous Round

As we approach AFL Barwon Indigenous Round, we proudly acknowledge and celebrate the rich history, culture, and contributions of Aboriginal and Torres Strait Islander peoples within our football and netball communities.

This round provides an important opportunity for all clubs to come together in respect and recognition of indigenous culture, both on and off the field.

To support coordination and ensure we can appropriately recognise and share the great work happening across our competition, we ask all clubs to please advise AFL Barwon if you are planning any cultural ceremonies or if your teams will be wearing culturally designed guernseys, dresses, or other apparel during Indigenous Round.

Please forward all relevant details to Sean Atkinson at AFL Barwon as soon as possible so we can help promote and support your club’s involvement.

The following link provides some ideas of ways clubs can support the round.

National Volunteer Week (NVW) Planning: May 18-24

NVW is a great opportunity for clubs & leagues to celebrate volunteers in a meaningful way.

e.g. Plan for daily volunteer celebrations on socials. Clubs plan how to make Volunteers the ‘VIPs’ for a match day (where players take the reins & volunteers put their feet up).

Junior volunteers run through player guard of honour & a banner and are thanked on ground. Each club nominates 4+ volunteers in the National Awards.

Get someone new to shadow each role to help with on-the-job learning. etc.

Action:Clubs start planning now.

Football Umpiring

What is the White Card Policy?

The primary objective of the AFL Barwon White Card Policy is to ensure the well-being and safety of everyone involved in the game through the implementation of a structured approach to address unacceptable behaviour directed at umpires from the coaching box area.

At the heart of the policy lies a three-phase system designed to address instances of unacceptable behaviour promptly and effectively. This system provides field umpires with the necessary tools to intervene in real-time, with warnings (white cards) issued to offending coaches during the first two phases and escalating penalties for repeated infractions. The ultimate sanction, a red card resulting in ejection from the match, underscores the seriousness of any breaches of conduct.

Field umpires are empowered to implement the appropriate phase of the policy upon observing or hearing unacceptable behaviour from the coaching box area. Importantly, the process is characterised by clarity and decisiveness, with umpires instructed not to engage in conversation or debate during card issuance. By adhering to these procedures, AFL Barwon aims to maintain order and always uphold the integrity of the game.

Instances of white and red card issuance are recorded by timekeepers and documented in umpire match reports for further review if necessary. Cases involving breaches of the policy are subject to scrutiny by the Match Review Panel (MRP), ensuring that any disciplinary action taken is fair and consistent with the values of the organisation.

  • Best Players & E-scoring

A reminder to all BFNL and GFNL contacts that it is a requirement that ALL A GRADE MATCHES are live scored. We have seen that there were a number of games over the weekend that were not live scored.

    A reminder that:

    • E-scoring admins can be granted access via the admin site
    • na.score.playhq.com is the correct URL – sometimes people end up on the cricket scoring site, which won’t work.
    • You create a pin each time you start a session – this can be the same or different for each week. You need to remember this pin to finalise the scoring session.

This is in addition to the formal scoring process, which must still be undertaken and is the official documentation.

    Best Players

A number of clubs across ALL grades have not been selecting their best players. This is a requirement for our media partners, and as such require all teams to complete this step.

On our updated position tracking templates, there is room for this at the bottom of the page. Please ensure you are recording this and entering on PlayHQ

  • Resources

In addition to the above key items, there are several resources available via the AFL Barwon Netball Resources page that may be helpful for you. Please ensure you review these if there is anything you are unclear about, or keep them printed by the scorebench.

    Please visithttps://aflbarwon.com.au/netball-resources for all information.

  • Netball Connect Checks

Registration cross checking between PlayHQ and Netball Connect will be sent out to clubs next week. Please ensure you are registering your players across both platforms.

Penalties as outlined in the AFL Barwon by-laws may apply.

  • AFL Vic Sit down to coach round

AFL Victoria are pleased to confirm the dates for the proposed Sit Down to Coach Round across Victoria.

As we look to tackle the challenges of Coach Behaviour on Match Day and help create better environments for all participants in our sport, players, umpires, volunteers and spectators, Sit Down Round will be hosted across Victoria for the first time on Saturday 16 May and Sunday 17 May.

On this weekend, Coaches and additional people in the coaches box (i.e. Runners, Trainers and Assistant Coaches) will be asked to sit down to coach. This comes off the back of incredible success in South Australia through the SANFL Junior competition where they have seen much improved results in umpire ratings of coaches behaviour on match day, reducing the ‘poor ratings’ (1 or 2 out of 5) from 165 in season 2023 before Sit Down Round was introduced to now 45 poor ratings in 2025 when Sit Down round was implemented every week throughout their season

Any club (playing a home game that round) wishing to champion this great initiative, please reach out to AFL Barwon Club Development Lead – Tim Secombe – This email address is being protected from spambots. You need JavaScript enabled to view it.

It goes without saying, however, it is an expectation that all spectators, players, team officials, and anyone present at matches, will not engage in any sort of disrespectful behaviour towards these officials. Poor behaviour will not be tolerated.

If you wouldn’t say it to your own child, grandchild, relative or friend, don’t say it to our umpires!

            ATT: Netball Directors and Coordinators

In season 2025, it has been determined that a 19&U Division 2 Competition be facilitated on Friday evenings, alongside our established 13&U, 15&U and 17&U Midweek Competitions.

Friday nights have been determined as the best option for the immediate future, when taking into consideration feedback received across the board. This will continue to be reviewed in line with competition growth in the coming seasons.

With many clubs currently completing trials, please be informed of this offering, and inform your members.

          • By-Law and Competition Rule Feedback

          • Representative Trials Conclusion

ATT: Club Coordinators and Junior Athletes

Over the last three weeks, we saw over 270 athletes at trials for the AFL Barwon Representative Program across Bellarine and Geelong Teams.

With both high attendance and quality, final selections have since been made, with all those who were successful having received offers earlier this week.

Unsuccessful emails have also been distributed. If you participated in the AFL Barwon Representative Program and are yet to hear, please reach out toThis email address is being protected from spambots. You need JavaScript enabled to view it..

We’d like to thank all athletes for their attendance over this period, and we hope to see you all back trialling next year.

An additional thank you to the selectors and umpires who supported the program over this time.

          • Netball Victoria: Green Wrist Band Umpiring Initiative

ATT: Netball Directors and Umpire Coordinators

Netball Victoria have recently piloted a ‘Netball Respect: Green Band Initiative’ program to address ongoing challenges faced by young umpires in the netball community. An initiative whereby umpires under the age of 18 are easily identifiable by wearing a green wristband while on court.

The aim of the program was designed to help create a safer, more supportive environment by ensuring players, coaches and spectators can easily identify umpires under the age of 18, many of whom are still learning their craft.

All umpires deserve respect and fair treatment, however it’s those under 18 that are particularly vulnerable and require added protection under the Child Safe Standards.

Netball Victoria and AFL Barwon remains committed to supporting our community to stamp out poor behaviour from spectators, players or coaches.

This is a mandatory program and will need to be adhered to for season 2025. More information around this is still to come.

              • Football Umpiring: Practice Match Booking Form

In recent weeks, the AFL communicated to all umpires and umpire coaches nationally the 2025 Umpire Education Module requirements.

The Umpire Education Module serves as an important aspect delivered by the AFL to provide continuous improvement and professional development to all umpire and umpire coaches across Australia.

Most notably, all umpires and umpire coaches will initially be marked as 'unavailable' for appointments within OfficialsHQ. Completion of the educational module via the AFL LMS will automatically update your availability status in OfficialsHQ to ‘available’, allowing you to be considered for match appointments. Umpires will only become eligible for match appointments upon finishing the education module.

We kindly request that you complete the Umpire Education Module as soon as possible to allow us to appoint you to matches once the season commences.

If you require support to complete the education module, a user guide with step-by-step instructions is available here.

If you have questions about the module content, please reach out to our team at AFL Barwon Umpiring (This email address is being protected from spambots. You need JavaScript enabled to view it.) or for technical assistance please contact This email address is being protected from spambots. Following the recent announcement by AFL Barwon of its transition away from a Regional Administrative Centre (RAC), AFL Victoria has confirmed it will continue its reform of regional football administration across the state.

The reform project, titled the RAC Directional Strategies Project, will see Victorian community football bodies transition out of centralised league administration or RACs and into a new localised operations and administration structure that meets the needs of each football body.

Regional Administrative Centres in Victorian community football were established over 10 years ago following the 2011 Peter Jackson Report of Country Football in Victoria.

Whilst the philosophy of a RAC had broad support at the time, many RAC models have experienced financial and functional challenges in recent years, resulting in the dissolution of six RACs; AFL Sunraysia, AFL Gippsland, AFL Goldfields, AFL Western District, AFL Central Murray and AFL Wimmera Mallee, with leagues under those six RACs returning to self-management.

In 2025, AFL South East, AFL North East Border, AFL Barwon, AFL Central Victoria and AFL Goulburn Murray continue to offer RAC services.

As the role of AFL Victoria has evolved with a focus on game development and participation outcomes rather than administration, the role of a Region Manager has diversified, and the effectiveness of RAC models have been closely monitored.

Through the RAC Directional Strategies Project, strategies to guide individual regions’ RAC direction will be explored in collaboration with the relevant leagues to ensure a seamless transition, a task already completed in the six regions mentioned above.

These changes in direction are an acknowledgement by AFL Victoria that the concept of RACs as initially proposed in 2011 has not been fully realised based on an inability to consolidate football management, finances and governance in some regions.

Challenges experienced by leagues under the RAC model include inconsistent improvement in operational efficiency, unrealistic expectations on operational staff, community confusion around roles and responsibilities and limitations to league abilities to strategically progress. These challenges are contributing factors to the directional change, in addition to a recognition that the risk profile for RAC Company Directors is significant and unnecessary given the voluntary nature of the roles.

In announcing the RAC Directional Strategies Project and its purpose, AFL Victoria confirms that funding to regions is not being withdrawn and will continue to be invested - driven by the Region Manager whose primary focus going forward will be region growth, strategy and support for community football, rather than administration.  AFL Victoria also recognises the importance of operational staff employed in RACs and the opportunities that will be created for them under the reformed administrative models.

The RAC Directional Strategies Project will be managed under a singular project plan with individual region strategies to be developed in collaboration with relevant leagues and commissions. The new region strategies will guide the direction and ensure that league administrative models and game development objectives can be achieved. Specifically, these strategies include a transitional exit from service agreements, empowering leagues to self-manage in a manner suitable to their needs.

Whilst no timeframe has been identified, AFL Victoria acknowledges the need to support a transition by building the capability of operational staff and boards to manage leagues and ensure a model which aligns with the league’s objectives and needs. AFL Victoria will also provide ongoing guidance and support during and post transition.

Initial consultations have commenced across regional leagues with the concept and proposed process received well, pending further planning and collaboration.

Netball Victoria and the Melbourne Vixens have created a video to encourage the message that ‘everyone belongs’ in our sport.

Pride in Sport survey - have your say!

Netball Victoria is a proudly diverse and an inclusive organisation and we're inviting the netball community to have their say.

The survey helps to inform our commitment to initiatives that promote greater inclusion of people of diverse sexuality and gender in the netball community.

Spending 10 minutes to complete the survey will enable Netball Victoria to understand the views and experiences from everyone in the netball community.

                            Survey closes Sunday 15 December.

                            • Grading Period Concluding

As we approach the end of the grading period, we would like to provide an update on the fixturing process.

During grading, we are currently fixturing a week ahead – i.e. fixturing round 3 after round 1 had completed. As we need to finalise grades, the fixture for round 1 post grading, will not be completed until the week of round 1.

We understand this may mean short notice as to where your games will be played, however we do need to wait for the data from this final round of games to ensure teams are placed accurately.

Following the conclusion of the grading period, and the settling of grades, there will be two weeks grace whereby movement may occur. This will be up to the discretion of our grading group, who will review and make assessments should the need occur.

                              For clarity:

                              • Round 4 grading concludes Friday – round 1 post grading won’t be released until Tuesday.
                              • Round 4 grading concludes Tuesday – round 1 post grading won’t be released until Thursday.

We will always endeavour to release the fixture sooner, however it is a time-consuming process, and it isn’t always possible. The remaining rounds of the fixture will be released as soon as reasonably possible.

                            • IMPORTANT Netball Victoria Update – Membership Information

                              Membership Information – 2025 Pricing

Netball Victoria’s 2025 member registration period begins in October, ahead of many of our affiliates running summer seasons. Affiliates and participants may notice that our junior and adult membership fees will increase by $4.00 for 2025.

While we have kept the increase to a minimum, it is necessary so Netball Victoria can continue to invest in member services, and growing our great game, in the face of rising costs.

We are proud that our fees remain lower than every other state netball organisation, and less or comparable to other sporting bodies, while we also continue to ensure that our membership delivers great value.

Not only does your membership enable you to play, coach, umpire or participate in any Netball Victoria-affiliated association, competition or development course, it also allows us to provide support across vital areas including:

                              • Management and administration, including tools like Netball Connect (our competition management system) and related support
                              • Governance and policy
                              • Coach and umpire development and pathways
                              • Player development, pathways and competitions
                              • Community development, including diversity, inclusion and school programs
                              • Facility development support and advocacy
                              • Staff located across regional and metropolitan areas to provide support, information and resources
                              • Coverage under Netball Australia’s National Insurance Program
                              • Supplier buying power opportunities via our sponsors
                              • Access to Melbourne Vixens ticketing and membership discounts

The Netball Victoria annual membership fee also allows you to play in more than one competition without an additional membership charge. Players must register to all competitions you wish to participate in and pay any additional club/association/league fees.

There are also a number of new member initiatives or enhancements planned in 2025, including free monthly online training sessions, a new members rewards program, Engage NV (an online resource tool where you can interact with others across the netball community); improvements to Netball Connect and increased shared services. Learn more about your membership and member benefits, below!

While we have worked extremely hard to ensure our membership is affordable and offers great value, Netball Victoria recognises that many members of our community experience financial hardship and is committed to ensuring our sport remains as accessible and inclusive as possible.  For details on how individuals can seek assistance to cover costs including membership, uniforms and equipment, visit our website.

                              • Removal of Grading Rounds for 2025, with divisions for 2025 to be finalised based on the H&A finishing positions in the 2024 season (i.e. top-half of finishing positions in Division 1 and the bottom-half in Division 2);
                              • Upward and downward movement yearly to allocate divisions (i.e. 2025 into 2026, 2026 into 2027 etc.);
                              • The two-lowest ranked teams at the conclusion of the H&A season in Division 1, move downward to Division 2 for the following season (i.e. finishing 2025 positions to then set 2026 divisions, and so on);
                              • The two-highest ranked teams at the conclusion of the H&A season in Division 2, move upward to Division 1 for the following season (i.e. finishing 2025 positions to then set 2026 divisions, and so on); and

This is to further promote sustainable Women & Girls Football programs by building from the “base up”, whilst accommodating for existing Women & Girls Football programs.
                              • As announced in 2023, a transitional period in primary-day-of-play with the objective of Saturdays in 2025, is on track for implementation. Individual Club by Club engagement will begin next week, to understand fixturing preferences and requirements, noting Clubs have varying abilities and implementation requirements with this; and
                              • Same season length as 2024, but with the removal of four grading rounds, four additional H&A games will take their place.
                              • Implementation of Total Team Points (TTPs) for all Senior divisions in 2025. Your feedback on the allocation of TTPs per team/division is greatly welcomed.

                              • This review is in progress, with participation costs at the forefront of the decision making (i.e. keeping these down) to support this as a vital and sustainable entry into Community Football for girls, following the success of the 2023 and 2024 iterations.

                            2024 Club Facilities Audit

                            Author - Tim Secombe

All clubs would have recently received an email from me regarding the 2024 Club facilities audit.

By way of explanation, this audit supports analysis and advocacy for new developments and upgrades, whilst providing AFL Victoria/Barwon with an up-to-date inventory of regional facilities. The audit contains important football and netball facilities data which can be used to form part of future funding opportunities from an AFL Victoria perspective.

Thanks to those clubs that have returned their respective audits. Just a gentle reminder to clubs that we are requiring the completion of your facilities audit by Monday the21/10/24 noting I am also requiring responses if there are no changes from the 2023 facilities audit.

                            Thanks all.

                            Regards

Impact of Australian Government social media age restrictions

Following the announcement of the social media age restrictions from the Federal Government, Netball Victoria is working with the government to understand what this means for our affiliates and netball communities moving forward.

The restrictions come into effect from the Wednesday 10 December, and we hope to be able to provide some clear direction by that time.

Netball Victoria and the Melbourne Vixens have created a video to encourage the message that ‘everyone belongs’ in our sport.

The video is available to our affiliates to download and use across social media channels, in venue or in digital newsletters.

Netball Victoria is a proudly diverse and an inclusive organisation and we're inviting the netball community to have their say.

The survey helps to inform our commitment to initiatives that promote greater inclusion of people of diverse sexuality and gender in the netball community.

                                        • League Bye

A reminder that there is a league bye on Friday 31 October and Tuesday 4 November with no games being played. We hope everyone has a safe and relaxing long weekend!

                                            Author - Simon Riddoch

                                            Good Afternoon GFNL Football Contacts,

GFNL 2024 second weekend of GFNL Finals is this week.

Week One & Two & Three of the GFNL 2024 Qualifying, Semi and Elimination Finals will be held at Geelong West Oval (North Geelong) all game times are available on PlayHQ.

                                            • Bar – Lara FNC
                                            • Catering – St Joseph’s FNC

I draw your attention to club supporters entering the ground walking directly to umpires and verbally attacking and filming them with mobile phones, the first week of finals.

This behaviour is not on, umpires like everyone on game day should have a safe and great GFNL game day experience.

Umpires should feel safe in their working environment and feel safe to enter and leave the ground.

The GFNL community are better than this and I would like to see this behaviour stop, all club supporter interactions with umpires must cease.

This week AFL Barwon will be adopting greater protection measures for the umpires.

GFNL clubs are required to support and communicate with members and supporters to always stay away from umpires when entering and leaving the ground.

Any umpire feedback should follow the process of contacting This email address is being protected from spambots. You need JavaScript enabled to view it.

                                            • Geelong Cats Signed Jumpers

Each AFL Barwon affiliated club have received one allocated 2024 Geelong Cats signed football jumper, thanks to our community partnership.

Our region is very fortunate to have the Geelong Cats support in providing these for our clubs  to use for fundraising or gifting opportunities. This year we would like some feedback from clubs on the value they see and make from these jumpers. We are keen to understand whether clubs find value in these jumpers being provided, and how much financial gain each club makes from these. This will allow us to understand whether we continue to offer these to clubs in the future. 2025 and beyond.

Each clubs signed jumper will be able to be picked up from the AFL Barwon Office from 10am Monday September 16th.

                                                Good Afternoon GFNL Football Contacts,

GFNL 2024 second weekend of GFNL Finals is this week.

                                                Venue Street Parking

Could clubs please remind their members and supporters to be mindful of the residents living close to West Oval when arriving and leaving the venue.

AFL Barwon have received multiple complaints from homeowners around West Oval, who have had their driveways blocked by cars parking illegally.

The homeowners have made local council aware of this and we believe there will be a strong presence by parking inspectors this weekend.

The practice of yoga is beneficial for many reasons including mind-body connection, stress reduction, improved mood, mindfulness, physical activity and social connection.

Lead by Sally Ferriss from Wonder Yoga, the event aims to raise awareness for mental health and the importance of physical activity and social connection for our mental wellbeing.
