Vacancy | Chief Executive Officer

AFL Barwon is seeking an experienced and visionary Chief Executive Officer to lead our organisation into the future. Reporting directly to the Commission, the CEO will provide strategic leadership, operational excellence and advocacy across football and netball in the Barwon region.

This is a newly created and high-profile role, requiring someone who can drive organisational performance, strengthen community engagement, foster a positive culture and champion inclusion and wellbeing in community sport.

AFL Barwon & AFL Victoria last week announced a significant governance reform and AFL Barwon organisational restructure designed to strengthen alignment between community football and netball competitions within the Barwon region.

AFL Barwon is seeking the 2026 Club contacts from all Bellarine FNL, Geelong FNL, Geelong & District FNL, Colac & District FNL, and Female and Junior Only clubs.

We are keen to ensure that we are correctly communicating with the right people at club’s so that any important information is getting through, including the Barwon Bulletin. 

It is noted that some positions may not be filled yet however, clubs can resubmit the form multiple times for any specific position and do not have to enter all club positions each time. 

We would appreciate if all information relevant to your club, was submitted by COB February 1st.

AFL Victoria Announces RAC Directional Strategies Project

Following the recent announcement by AFL Barwon of its transition away from a Regional Administrative Centre (RAC), AFL Victoria has confirmed it will continue its reform of regional football administration across the state.

The reform project, titled the RAC Directional Strategies Project, will see Victorian community football bodies transition out of centralised league administration or RACs and into a new localised operations and administration structure that meets the needs of each football body.

Regional Administrative Centres in Victorian community football were established over 10 years ago following the 2011 Peter Jackson Report of Country Football in Victoria.

Whilst the philosophy of a RAC had broad support at the time, many RAC models have experienced financial and functional challenges in recent years, resulting in the dissolution of six RACs; AFL Sunraysia, AFL Gippsland, AFL Goldfields, AFL Western District, AFL Central Murray and AFL Wimmera Mallee, with leagues under those six RACs returning to self-management.

In 2025, AFL South East, AFL North East Border, AFL Barwon, AFL Central Victoria and AFL Goulburn Murray continue to offer RAC services.
 
As the role of AFL Victoria has evolved with a focus on game development and participation outcomes rather than administration, the role of a Region Manager has diversified, and the effectiveness of RAC models have been closely monitored.

Through the RAC Directional Strategies Project, strategies to guide individual regions’ RAC direction will be explored in collaboration with the relevant leagues to ensure a seamless transition, a task already completed in the six regions mentioned above.

These changes in direction are an acknowledgement by AFL Victoria that the concept of RACs as initially proposed in 2011 has not been fully realised based on an inability to consolidate football management, finances and governance in some regions.

Challenges experienced by leagues under the RAC model include inconsistent improvement in operational efficiency, unrealistic expectations on operational staff, community confusion around roles and responsibilities and limitations to league abilities to strategically progress. These challenges are contributing factors to the directional change, in addition to a recognition that the risk profile for RAC Company Directors is significant and unnecessary given the voluntary nature of the roles.

In announcing the RAC Directional Strategies Project and its purpose, AFL Victoria confirms that funding to regions is not being withdrawn and will continue to be invested - driven by the Region Manager whose primary focus going forward will be region growth, strategy and support for community football, rather than administration.  AFL Victoria also recognises the importance of operational staff employed in RACs and the opportunities that will be created for them under the reformed administrative models.

The RAC Directional Strategies Project will be managed under a singular project plan with individual region strategies to be developed in collaboration with relevant leagues and commissions. The new region strategies will guide the direction and ensure that league administrative models and game development objectives can be achieved. Specifically, these strategies include a transitional exit from service agreements, empowering leagues to self-manage in a manner suitable to their needs.

Whilst no timeframe has been identified, AFL Victoria acknowledges the need to support a transition by building the capability of operational staff and boards to manage leagues and ensure a model which aligns with the league’s objectives and needs. AFL Victoria will also provide ongoing guidance and support during and post transition.

Initial consultations have commenced across regional leagues with the concept and proposed process received well, pending further planning and collaboration.

Club Development

CLOSES TOMORROW | Get Active Kids Vouchers - Club registration

Registrations are now open for sporting clubs and organisations to become a Get Active Kids Activity Provider ahead of round 9 of the Get Active Kids Voucher Program, opening in October clubs and sporting organisations can register as a provider, which allows families to sign up their kids by used the voucher up front and reducing out-of-pocket expenses.

Important Dates

  • Round 9 applications open: 10am 15th October 2025
  • Round 9 applications close: 13 November 2025 (or earlier if the budget allocation is fully exhausted)
  • Voucher expiry date: 31 December 2025

2025 Junior and Youth Girls Uniform Grant

The AFL, thanks to Fanatics, has launched the 2025 Junior and Youth Girls Uniform Grants Program – with a share in $250,000 available to support uniforms for junior and youth girls. Clubs and Umpires

Clubs can apply for up to $3,000, while Leagues can apply for up to $10,000 to provide specially cut uniforms helping girls feel comfortable, confident, and included on the field.

Applications open 27/10/25 and close at 11.59pm on the 24/11/25

SRV Regional All Abilities Participation Grants

Supports grassroots sport and active recreation clubs and community-based not-for-profit organisations, to enable ongoing, sustainable, and meaningful participation for people with disability in regional Victoria.

Grant amount: up to $25,000 / category. Open: October 1 2025 / Close: 19 November 2025.

Local Sports infrastructure Fund

The Victorian State Government has recently announced the opening of their Local Sports Infrastructure Fund for 2025/26.

This program has 3 funding streams available for funding each with a different maximum grant amounts available.

    As per any Sport and Recreation Victoria Facilities grant, only LGA's are eligible to apply, with applications closing at 5pm, 2 December, 2025.

    Can I encourage you to reach out to their Local council contact to discuss any projects that fit the criteria.

    Our recommendation is that these discussions should occur sooner rather than later, as most LGA's will formalise a list to present to Sport and Recreation Victoria prior to starting any applications.

    SRV 2026-27 Country Football Netball Program

    The current round of SRV Country Football Netball Program is open and will close at 5pm Thursday February 26, 2026

    This program is available to AFL Victoria Country affiliated clubs with only LGA's are eligible to apply. Clubs are encouraged to speak to their local council contact to discuss potential projects that may be eligible for submission in either of the two available SRV funding programs.

    Sporting Club Grants Program

    The Sporting Club Grants Program provides access to funding to address barriers in participation, develop safe and sustainable practices and build social and active local communities. There are a range of program outcomes including the ability to implement good governance practices or purchase uniforms.

    Further details, including the confirmed fixture and costs for team registrations will be shared in the coming months.

    • Jewellery is NOT permitted. Taping of earrings is NOT permitted – please be kind to our umpires and mentors who are enforcing this.
